KEY PROBLEMS IN RMG SECTOR
1.WORKERS SAFETY ISSUE: One of the biggest challenges currently facing our garment industry is
to make our factories safer and ensure better working conditions for millions
of garment workers. The Tazreen fire and Rana Plaza collapse have brought the
issue of workplace safety to the fore.
2.TO
ENSURE WORKERS' RIGHTS: Another challenge for our RMG
industry is to ensure workers' rights.Timely
salary, the right to equal pay for equal work,Giving All
type of facility which are essential for
all workers and so on.
3.SHORTAGE OF SKILLED WORKFORCE: we have a shortage of skilled workforce, especially at mid-management
level, as we do not have sufficient number of vocational institutes and textile
universities though our industry has started its journey in the early 1980s.Gratdues
has also lack of technical knowledge.
4.US-CHINA TRADE WAR:The trade
war is contributing to price volatility in the cotton market, which is a key
raw material for the apparel sector. China’s stockpiling and procurement of
cotton from regional cotton producers like Uzbekistan and India, instead of US,
will cause a mismatch in the demand-supply scenario. Bangladeshi textile
manufacturers may suffer, as a result.
5.SUB CONTRACT ISSUE: A third party contract, becomes essential whenever there is an overflow
of work orders in any factory. It also helps maintain shorter lead times set by
international apparel buyers.Now subcontracting is rarely allowed in garment
factories because of the poor compliance records of the small units.
6.SHORTAGE OF POWER SUPPLY: The huge expansion of the garment industry has
reinforced the need for development of infrastructure, which is quite a big
challenge for us. Ensuring energy and power supply to the industry has also
appeared as a major challenge.
7.DECREASE ORDER RATES IN GARMENTS: Some country like Vietnam,turkey,combodia are developing rapidly in RMG
sector.So a good amount of order also gone to them also.Our CSR
activity,environment condition of industry
also not attracting the byers.
8.ELEVATION TO MIDDLE-INCOME STATUS: The European Union, which is the destination for 50% of country’s
apparel export, has been providing GSP facility (since Bangladesh is an LDC)
enabling tariff and quota free entry for all products. Revoking GSP would be
catastrophic for the sector, as the apparel sector would immediately lose cost
competitiveness.
9.FORIGN DEGREE PIRIOTY:
Most of all the higher position post in rmg sector job are under foreignrs.So a
large amount of money is going in other country to give them a high salary.
10.PRODUCTION
PLANNING: Production
planning and control department of a garment manufacturing unit is responsible
for the timely shipment.
11.MINIMUM WAGE RATE HIKE: Based
on the recent tripartite negotiations between the Government, BGMEA and RMG
worker trade unions, the minimum wage rate has been revised upward to BDT
8,000, effective from Dec 2018. The expected 50% jump in salary costs would
negatively impact the sector’s cost competitiveness.
